Governance / status register
Independence must be inspectable.
The Index publishes who funds it, who may decide, who must recuse, and which safeguards still exist only as commitments.
Decision controls
Current state, including gaps.
Funding
Minds AI provides the initial engineering, research, and operating support.
Editorial control
Funding cannot purchase inclusion, ordering, evidence checks, scores, or removal of supported criticism.
Founder evaluation
Minds is assessed under the same protocol. Its active recusal blocks Minds personnel from approving its evidence, score, disputes, or conclusion.
External reviewer
A public reviewer remit and conflict standard are open. No person has yet consented and passed conflict review.
Independent replication
Replication must be performed by a team without employment, funding, or commercial dependence on the evaluated vendor.
Corrections
Organizations may challenge facts and submit stronger evidence; they cannot veto an editorial conclusion.
Conflicts alter who can review.
Employment, funding, investment, advisory, data-access, and close commercial relationships must be declared. A conflicted reviewer may supply factual context but cannot assign evidence checks, resolve disputes, or score the affected system.
Material decisions leave a trace.
Protocol changes, corrected claims, removed records, benchmark reruns, funding changes, and reviewer recusals will receive a dated public entry. Earlier versions remain identifiable.
Open governance role
External reviewer seat: vacant.
The remit, qualifications, conflict window, and compensation rule are public before any person is appointed.
