Enforcement
Publication is the control point.
A Minds-specific benchmark result cannot be published as independently reviewed until a conflict-checked external reviewer approves the protocol lock, audit trail, analysis, and conclusion.
Current consequence
No independent Minds result exists.
The reviewer seat is still vacant and the candidate protocol is not locked.
